About Public Youth Campus
Public Youth Campus (PYC) is one of the leading constituent campuses of Tribhuvan University (TU), Faculty of Management. Established in 1971 (2028 BS) following the introduction of the New Education System Plan, the campus boasts an unrivalled position in the history of management education in Nepal.
PYC has a glorious tradition of learning where teachers and students have displayed, almost reminiscent of ancient seats of learning, exemplary mutual co-operation, understanding trust and commitment. It is often described by the academia as a TU-constituent campus where political or disruptive activities would hardly affect or pollute its educational environment.

Introduction:
Public Youth Campus keeps itself at high record, historically, in terms of country’s basically needed services related with business management – which means development of manpower to meet accounts, insurance, audit, commercial correspondence, franchise, trade operation, agency businesses, typing with short handwriting, etc. These were the subjects so urgently needed to cope with new horizon, horizon created in business hemisphere of the newly declared a democratic country advancing specially in terms of international relations. The abrupt dawn of democracy in 1950 had a big void both of big (high) or mid, lower manpower, so necessary for business houses to give thrust to increased business at home and abroad.
The small Commerce Department at Tri-Chandra College initiated during and from 1954 AD (2011BS) could not meet need of the day; so the faculty members of Commerce Dept. of Tri-Chandra College (TC) had a step forward to establish Public Commerce College in 1958AD (2015BS). The protagonists for the cause (just to name few) were messers Trailokya Man Singh Pradhan, Upendra Bahadur Pradhanang, Gehendra Bahadur Rajbhandari, Khem Ranjan Baral and one who continued to the last was Mr. Gopal Man Shrestha.
Snag:
Snag in commerce education was for full-fledged academic environment; it had difficulty to run campus for full day; indeed it resorted, still has resorted to, very few hours; so classes would generally run in morning or/and in evening. Slogan of ‘Learn while Earn’ had helped commerce faculty little for its full growth. So as in Trichandra’s morning classes, so the newly established Public Commerce College (PCC) had its evening classes in favour of service-holders.
Public Commerce College:
The College – as stated obove – was established during 1958AD and classes in initial days were run in T.C. premises; the PCC was shifted to Thamel’s closed cinema building.
Big Push:
Big push was made in PCC immediately after enrollment of new faculty members in 1962AD (2019BS), including messers Aishwarya Lal Pradhanang, Yugeswar Prasad Verma, Srawan Kumar Singh, Krishna Bhadra Sharma, Moti Kaji Sthapit, Biswambhar Man Singh Pradhan, who were later joined by Mr. Nilkantha Lal Shrestha, etc.
Location Specific:
The then Secretary for Ministry of Education, Mr. Shyam Krishna Bhattarai had a contributory role for PCC to have its own land and building at Dhobichaur, Chhetrapati, Kathmandu. The savings of college over and above that of government’s donation helped college for its own building.
Turning Point:
In the meantime, during 1972 AD (2029BS), the Education Ministry introduced New Education System Plan (NESP) throughout Nepal. Quite a good number of colleges were turned to be campuses. In many other parts of the world, Government’s take-over of educational institution would have been opposed, whereas in Nepal the case was otherwise. Public Commerce Collage (PCC) was not declared as campus of Tribhuvan University (T.U); same was case with Nepal Youth College (N.Y.C). Mr. Gopal Man Shrestha was PCC Chief, Mr. Tirtha Ratna Bajracharya was NYC Chief. Because of illness of Mr. Gopal Man Shrestha, his deputy Mr. A. L Pradhanang had to plead to T. U V.C, Mr. Triloki Nath Uprety in favour of TU’s take-over of PCC; and , it was Mr. Bajracharya who had to plead for N.Y.C . As a pre-condition for take-over by T.U, T.U should have adequate knowledge about college property along with number of students. Perhaps T. U surveyors lacked real information on land/building of P.C.C. As a last resort, P.C.C representative at T.U. discussion had expressed desire for amalgamation of P.C.C and N.Y.C together as to form campus, which was ultimately approved by T.U.
One may feel amazed that this document would reveal that the amalgamated colleges caused new name of Public Youth Campus (P.Y.C) with no transfer of any movable, immovable property and personnels in specifically located place of P.Y.C at Dhobichour, Kathmandu and P.C.C after conversion to P.Y.C did not mind for any transfer of property.
Drama:
The first part of the drama of amalgamation was over. Now the second part after amalgamation along with enunciation of N.E.S.P (New Education System Plan) began with new odd/most calculative education plan under semester system under which the academic calendar was to have neck to neck fight to get adjusted with daily/monthly and by near half-yearly academic programmes. For all these sophisticated intrigues of semester system all campus chiefs, faculty members were to be in different kinds of orientations, workshops in and outside ones' campuses. The faculty members were the declared evaluators of the examinees creating tug of war with examinees.
At newly established-after amalgamation-P.Y.C many were enrolled as faculty members with P.C.C’s Vice Principal at top. These new-comers-as to name few were Messer Rameswor Man Dangol, Kiran Koirala, Narottam Banskota, Anjir Man Pradhan, Jaya Krishna Pathak, Jaya Ram Regmi, etc.
Institutes:
Many institutes with Deans as their heads were installed under N.E.S.P. Of them Institute of Business Administration, Commerce, Public Adminstration (I, B, A, C, P, A) was one where first Dean was Dr. Prachand Pradhan succeeded by Mr. Upendra Bahadur Pradhanang, until dispersal of deans' offices under decentralization programme, IBACPA was located at Shankar Dev Campus, then shifted to PYC and then to Mahendra Morang Adarsha Multiple Campus, Biratnagar.
Tricky days:
Great tricky days were for campus chiefs, who were termed as commanders of new education plan. As they did not have leisurely time, so they did not have convenient time at campuses because of introduction of new system in education.
Terms:
Mr. Aishwarya Lal Pradhanang served PYC as a Campus Chief for two terms (2029 to 2036 B.S), succeeded by Mr. Nilkantha Lal Shrestha.
Unity in Diversity:
During initial days of NESP, Campuses under, BACPA were competitive for enrollment of quality students for excellent result in examination, for growth and development of campuses in terms of well managed premises. They were at the same time very united to observe Commerce Day, to implement university rules with uniformity. So competition and unity followed simultaneously at I, B, A, C, P, A/Campuses.
